I actually managed to drop my ps2 slim 8.5 v ac adapter in water while the power was on. Suffice to say, its fried and history. My question is, could I use a non-Sony adapter with more or less the same specs instead?
Yes it should, so long as the voltage is the exact same (8.5 on the dot) and the amperage rating of the new adapter is equal to or greater than the original one! With the voltage even half a volt higher or lower, you risk damaging the console. Also, with a lower amperage rating, the adapter could get really hot and start a fire. ALSO, make sure you match the polarity up properly. However, when I say "should work", I mean that it should, but you're better off just buying an official one.
