You don't burn it as a data file it's an ISO and you will have to use dvddecrypter to burn it to a dvd-r and you can use WinHIIP to put games on your hard drive from your computer

download, burn the ISO then put on your hard drive.
Or download, get ISO, and learn about how to set up an FTP connection between the PS2 and PC to transfer the file to the hard drive.

Or download and transfer the iso to your PS2 HDD via a USB to ide connection cable (with a power source for the HDD of course, Google it !!) and the software mentioned earlier like Winhiip.
Winhiip will recognise your PS2 HDD when connected to your P.C. (note, Windows can't read your PS2 HDD files because of the way it is formatted) Navigate to the iso file from Winhiip and the rest is a simple click away to install that game file on the HDD. Takes about 3-4 mins.
An FTP connection is quite slow.
