I read somewhere that it was illegal to link to or make available decss. I am confused. Isn't decss the utility that software like Anydvd and DVD Decrypter use to decode and rip the DVDs? And how do companies like Anydvd avoid getting shut down by the authorities?

For one things all it does is remove the protection.
Thats all it does, it when the program contains both the means to remove the protection and copy is where the trouble begins.
See some feel that if you need two or more programs to back-up your discs then most people won't go through the trouble to do so. They play on the basic human nature of being lazy.
