I am putting together a system with the sole purpose of creating VCD’s. I want to make the process of creating them as easy as possible for the end user. Here is the system I am building:

    ASUS A8N-SLI Premium Motherboard
Geforce 6800 256MB 256-bit DDR PCI Express x16 Video Card
AMD Athlon 64 4000+ San Diego (I will OC the processor and ram.)
    2GB (2 x 1GB) 184-Pin DDR SDRAM Unbuffered DDR 400 (PC 3200) Dual Channel
    Two Western Digital Caviar SE16 250GB 7200 RPM 16MB Cache SATA 3.0Gb/s HD’s
And two ASUS Black 16X DVD Drives
But most importantly a Canopus MVRD2200V Realtime Encoding card.

I don’t need to do any editing just a straight transfer from Mini DV, VHS, and DVD to VCD.
Any input would be much appreciated!

That system should easily do the job. I dont know if I would go to that much trouble for vcd creation when dvd's have gotten so cheap but im sure you have your reasons. Good luck.
