Can't you burn it directly with DVD Decrypter?

Im just guessing here but somthing you could play around with is genie's IML2ISO tool, which also has a ISO2BIN, BIN2ISO feature. You could try opening your file with isobuster and extracting, then use cddvdgen to compile a IML file to convert to an ISO then to BIN with genie's tool. There is Probably a much easier way of doing this though, I dont know.

I'm pretty sure there isn't a Nintendo DS section here... your best bet is probably to have a search around for a forum which has a section dedicated to that, sorry can't be more help as I don't own the console :(
