rar files

    i used to download rar files,and then change them to mpeg files. now when i try it all i get is a cue and bin paper. i can not get anything out of the files. did one of my codecs change or what. i would download the video file, extract with winrar,use vcgear to change bin-cue to mpeg. now it won't work.
