I dowloaded an mp3, and the quality is bad. The file says its 192kbps, but it sounds to me like it was originally something like 96kbps. I have sound editing software, what can i do to take off that tinny slightly tubeular sound (compression sound)

I don't believe there is much you'll be able to do with it. Once it's compressed, it's missing information that's needed to give it that richness in the sound that you're looking for. It was either compressed lower than what it actually say's or it was done with a poor quality codec(not certain that the proper word). Or, maybe it was reencoded, which will create a loss in quality also. You could try Audacity which has Filters & such, to enhance the file to your liking. But that's about the best you'll be able to do. Bummer,Huh!!
