I have a bunch of mp3's that were encoded at 256kbps that I would like to re-encode down to 192 or 160 kbps. What program (preferably freeware/shareware) is best for just this task? I don't need to convert file types, just compress the mp3's more. Thanks for the help in advance.

Try with Lame. It's freeware mp3 encoder.

dBpowerAMP (dMC) using its LAME CLI would be the best thing to use. Make sure you up-date the LAME.exe to the most current stable version though. Also don't go from Mp3 to Mp3 like that. First encode from Mp3 to WAVE or a Lossless codec and then back to Mp3 (at a lower bit-rate) to achieve maximum souund quality.
