I have recently swapped my desktop machine for a laptop and I am looking to install software which will allow me to convert and burn my avi files.

So far I have winavi which seems ok but sometimes creates multiple dvd folders.

Ulead dvd factory which refuses to convert particular avi file and keeps shutting down, though it is fine with all other avi's.

What is best to use and why?

Try ConvertXToDVD: It creates menus, handles subtitles, deals with the sync. issue relatively well, and is overall pretty fast and reliable among similar products. WinAvi is superfast, but has fewer functions.
