when I delete a video(s) from win explorer does that also actually free up hdd space that the videos took up? if not do I need to use disc cleanup instead? if yes do I have a choice as to what I want to remve? does this logic hold true from any of the explorer folders? please provide instructions.

No it does'nt remove it. It moves it to the recycle bin unless it's an overly large file in which case it will say "to big for the recycle bin & permanently delete it"
.You need to delete the file from the bin
