more than likely your pc is infected with a trojan or virus. The virus has changed the permissions for your registry. There is a tool on the net that will reset the permissions, if that is what has happened. You first need to disenfect your pc before you do anything else.

It might also be your Anti_Virus program blocking any writing to the registry.

What virus protection software are you using?

Do you have any spyware or other software such as Firewall protection loaded?

These need to be looked at and their settings for a possible lockout of your registry.

If you have done virus scans and spyware scans and your system is clean, then I would suggest removing outpost 3 and Microsoft anti-spyware and then see what happens. You can always re-install them once you find out if that corrects the problems. But I would suggest http://www.lavasoftusa.com/software/adaware/ Ad-Aware over either of them.
