Restriction code for my Nokia 3200b

Hi there,
I am trying to unlock my Nokia 3200b for Cingular and I am in Tucson, AZ.
When I turn it on WITH a SIM card, it tells me it is restricted. Without a card, it says to insert a simm.
the IMEI is: 352521/00/505321/9

Thanks, I finally got a simcard that we can destroy . I tried the code and it sait "code error"

USA for AT&T.
ps. i dont have an extra sim card.
