Retro-Cartoon Show: Help!!

Hi there,
I'm having some problems trying to remember an old cartoon series. It had Dorothy in it, from the Wizard of Oz, except there were none of the other characters really. She was sort of Anime like and she had this robot that followed her around but he couldn't talk or anything. THere was another character, kinda like a good guy/bad guy, that she travelled with. It was very boring in the sense they walked around what looked like a HUGE desert all the time. Sometimes there were these bad guys (maybe?) on one wheel with pedals that they would wheel around on. Basically, she would get into adventures. I remember it around the 80's or 90's - not sure if it was just a Canada series but, like I said, it seemed more Animi like.
Please help! Struggling to remember this show.
