what program would i need to do this? in particular, i'm trying to rip the "sound effects" (like punch sounds) from streetfighter3 so i can use it in my flash animation i'm trying to make.
There have been several threads on ripping audio from ps2 games in this forum, and none of them came up with any usable solutions, other than hooking your ps2's audio up to your pc and recording the sounds the old fashioned way. Try using the Search function if you want to read through those old threads yourself.
