According to what I could find, the computer you have has a integrated video card and no agp slot (to upgrade). The video card shares main memory with the computer (and some of the dells 2400 only came out with 256mb of system memory).

Vista even the basic version require at least midlevel video cards to work properly. Maybe you can find better drivers for your dell built-in graphics card.

Would a NVIDIA GeForce 7300 GT Video Card work? and should it fix the resolution?

as long as it is a pci card & not a pci/e card as you do not have a pci/e 16x slot

i think you are going to be out of luck with that pc. you might be better off saving up to buy & build a better pc.

I'd dump the Vista, in a heartbeat, and go back to XP.
