Shaiya wont install on Windows 7 plz help

I just upgraded my computer from XP to windows 7 but when i open the shaiya downloaded file nothing comes up at all not even the permission to allow it to make changes so i end explorer task then it comes up i hit yes but nothing comes up after that even. I dont know if u got to change settings for windows 7 or something to install certain things or what. Any help would be greatly appreciated.
