I have an HP Pavillion that came with hp640 dvd burner. I have no problem burning DVD-R at 8x. Rather than rely on automatic conversion I use third party software to convert to dvd format, then author. I use Nero 6603 to burn either an .iso image or a VIDEO_TS set. The only serious problem I had with the drive was before I turned off Autoplay for my DVD/CD drives.

What happened is I inserted a CDRW that had some stuff on it to erase and burn. XP tried to autoplay it, and the registry got scrambled. After that I got very slow burns with the hardware buffer indicator jumping all over the place. Using a Restore Point got the drive back to normal. Using TweakUI to turn off Autoplay prevented a relapse.

See the software tab here and also check out www.videohelp.com for programs to change the video format of your video files and also do
DVD authoring. I don't care about menus and stuff so I get by using
    DVDAuthorGUI.
