your burning software controls the burn speed. look for a setting for speed. By the way, a DVD is a DVD, a CD is a CD. Two different products. When you mix up the terms, people are unsure what you are asking. Best regards Whisperer
You can burn slower than the rated speed of the media via software settings. I burn Sony 8X at a 4X speed.
The speed on the DVD blank is the maximum speed it is certified to write at - sometimes, depending on your burner, you can even burn faster. But almost always, you can burn slower. But make sure if you have a really old burner, you update your burner's firmware so it can recognize the faster speed media. You'll still only be able to burn at the max speed of your burner, but it will at least recognize the latest discs.
