Computer specs fine - sounds more like a media related problem - what brand of DVD's are u using for recording?

Poor quality blank media will generally lead to playback problems.

Before you re-format, just try a defrag first. Make sure that when you are doing any dvd backups that nothing is running in the background. Disable anti-virus, shut down any programs that auto run on startup. Don't surf the net. That may help your CPU usage come down enough to get a good burn. DVD burning uses most of your system resources.
