The drive and my media (I've tested with Taiyo Yuden and TDK DVD+Rs) are both rated up to 16x. When I go to burn something, the drive chugs along at 1.5x and it takes 35 minutes to burn a movie. What is holding back my write speed?

Have you checked that DMA is enabled for the drive (not PIO).

My Computer > Properties > Hardware > Device Manager > IDE Controllers > Primary/Secondary Channels > Properties > Advanced Settings.

Yes, for all drives I have enabled DMA when available.
