strange request - newbie

    I know this one is weird, but here goes: I want to transfer a commercial PAL VHS tape to NTSC DVD. (Hint: the movie has several characters whose names start with Brer) I'm relatively new to DVD burning and have made about 20 successful DVD backups with a new Dell system (using Shrink and Nero). I don't have any analog capture hardware on the system yet (also want to transfer analog Hi-8). Any suggestions on a cost effective method would be appreciated, since I only expect to do this once. I currently have a NTSC copy of the movie on VHS and the quality is marginal. The original PAL tape is unopened.

    Well the Quality Going from VCS to DVD useing a Cheap capture device is not going to be Very good either because VHS resolution is Really low and Upsizeing it to DVD Resolution will only Serve to Lower the Quality even more, Pluss you can"t just Capture a Pal VHS Tape useing NTSC Settings because the Frame rates are different so the captured file would be Jumpy because it isn"t captureing the Right frames at the Right times, You would have to capture it as a Pal Files and then convert it to NTSC which can be Very Complicated especially if you know very litle about Digital video....
    You can Find a Cheapo PCI Capture Card on E-Bay for as Low as $10 that has a TV Tuner and a composite/RCA Input, They capture at Full D1 Resolution and the Quality is OK, but you might just want to use the NTSC VHS Copy you have.....good Luck
