Well I figured out how to do the moveset swap mod for the xbox version of SF4 as well as the custom skin. But instead of posting the tools and instruction on how to patch the moveset files. I've created a complete set of each characters move so that all you have to do is replace the moveset file of the characters you want to swap moves for. Replacing the moveset files is the same as for replacing custom skin but I threw together a quick tutorial with screenshots on how do it anyway.
