Also i downloaded the film and there are about 12 copies of it in each folder, they are the exact same size! Are they just backups or do you need them?

The Bin file should also have a Cue file with it, you need this CUE file to burn the Bin file to CD-R, if you had the CUE and Bin files together you would burn it to disk useing nero by going to "Recorder" to "Burn Image" and select the Cue file and then Nero will burn the Bin/Cue to CD-R for you...
If you do not have the Cue file you can useing something like "ISO Buster" to extract the files from the Bin file and then find the Video file in the Bin file and use that to burn to CD-R...

Are the 12 file you downloaded "Rar" files??? If so then all you need to do is install WinRar and use it to extract the Movies out of the Rar files and that is IT...

If you put the Bin and the Cue file in the same folder and then run nero and go to "Recorder" to "Burn Image" then select the Cue file then nero should burn the disk....If not then there could be something wrong with the Bin or Cue file...
Try useing ISO Buster on the Bin file and inside the Bin file there should be a Folder called either "MpegAV" or "Mpeg2" depending if the Bin is a VCD or SVCD and inside that folder will be a file named AVSEQ01.DAT if it is a VCD or "AVSEQ01.MPG" if it is SVCD, just take that file and Load it into Nero in VCD or SVCD Mode and Burn it as a VCD or SVCD....

easy way is to extract the first winrar file from each cd that will then give you 2 cue files then use alcohol 120 click on image burning wizard and this will auto find the bin file and just click burn.
