the larger the better?

    I have encoded a video file to MPEG-2 with different converters using the SAME quality settings (e.g. all at 6000k bit rate). I find the MPEG-2 file created by WinAVI is significantly larger than those created by other converters. Does it mean WinAVI gives the MPEG-2 of best quality?

    Not necessarily. It could just mean WinAvi has poor bitrate control.
