Not allowed means that you / someone has entered to many wrong codes and the phone is hardlocked to the original network.

How many codes have you tried before mine?

 

Oh yes, I can say exactely if it's three or four after your's.

Sometimes you only get 3 attempts till the mobile hardlocks.
