When i convert to VCD,SVCD, or even DVD, the quality of output movie is not good enough. It's been trial and error for the past week. Please help. Thanks.

What source you use? Old video phrase: crappy source, crappy output.

I download movie-ts.avi files from kazaa. They're usually 352X240. I use TMPGENC to encode. I have a DVD burner. (I don't know if this is what you asked for)

As said -- crappy input, crappy output. Re-encoding movie, whatever the format, will always _LOSE_ quality. Copy of your aunt's 50th birthday filmed with 8mm cam back in 1967 doesn't somehow become DVD-quality when you transfer it to DVD. And same applies to digital sources.
