TMPGENC video file size..safe to go over 100% ?

    using the Project Wizard on page 4 there's the seting "Makes file size" and a box that lets you adjust the file size according to the size of the DVD disk that you may be using (default is the 4.7 gig disk)...i notice that the red dotted line is right below the 4250 MB mark, anything on or above would cause the percentage to shoot up more than 100%..why is there this limit? would it be safe to shoot up more than 100% if, say, i want a better quality dvd (and a higher average video bitrate would result)? has anybody ever burned a nearly 4.7 gig DVD movie?
