TMPGEnc won't let me lower bitrate

I am trying to convert a avi file 56 minutes in length to a svcd. When I use the wizard in TMPGEnc, on page 4/5 it won't let me lower the bitrate settings and the '% of disk capacity' is in red at 369.80

    My movie info says 480x480 29.97fps / 44100 Hz Stereo / 202 min 45 seconds.

Why does it say 202 minutes if the length of the video is only 56 minutes? Also, shouldn't I just be able to lower the bitrate to make it fit on one cd-r?

    Thanks for any help.

Just avoid tampering with SVCDs and use VCDs, because a "80' CD" can contain about 80' of movie. SVCDs need more or less twice magabytes than VCDs (40' into a "80' CD").
Also read http://forums.afterdawn.com/thread_view.cfm/120352 . It is very instructive.

Thanks aldaco. VCD is a big step down in quality though, right? I'd just assume use 2 discs then.
