There is really no such thing as a WinAmp file. There are only file types that you have associated to WinAmp as the default player.

    What is the file extension?
    .avi
    .asf
    .mpg
    .nsv
    .rm
    .wmv
    other

Ok, I'm not to sure how to check to see what kind it is. Heres what I know, Audio is MPEG Layer 3, and Video is DivXcodeC.
If I'm still missing what format this is, tell me how I can find out. I am very new to all this so thanks for bearing with me while I become more acquainted with it.

I will assume you have a DivX AVI file.

You should be able to to see the extension after the filename.

    Movie_Name.avi

If you don't see that then you have known file extensions hidden. Not a good idea except for real idiots.

In the folder the file is in.
Tools > Folder Options... > View tab > Advanced settings: > UN-CHECK Hide extensions for known file types
    Click Apply
    Click OK

You should then be able to see the extension.

There are so many different way to make a DVD-Video it is hard to explain what would be best. Some serious reading is needed.

You can use one of many MPEG encoders to convert your AVI file to DVD complient MPEG-2 format.
You can use one of many DVD authoring softwares to author you DVD complient files to DVD-Video format.
Or you can use a all in one encoding and authoring software.

The information is here and elsewhere. You just need to read it.
