I have not heard of any True Digital Tuners on TV cards...The only Digital or Satalite Tuner cards I know of are for captureing Free to Air Stations of which there are very few in North America but are a Lot more in Europe.....
The Best way to capture Digital cable or Satalite is you use your Digital Tuner to tune in the Channels and hook your Digital Tuner"s S-video or composite/Rca output into the TV cards or capture cards s-video or Composite/RCA inputs and the Analoge RCA audio Outputs from the Tuner into your Sound Cards Line In Via an adapter so you can capture the audio and then Capture Like Normal...If you had a Good Capture device and used S-Video inputs/outputs you could capture very good quality video...
You could also just get a Standalone DVD recorder and record shows directly to DVD.....
    Cheers
