Two identical hard drives, both NTFS & same content, but different capacities remaining. Why?

I have two brand new Western Digital 2TB external hard drives, both formatted NTFS, both containing exactly the same content. I have painstakingly verified each drive's content to be sure. Yet, one has 50GB less capacity remaining than the other. What could be the cause of this discrepancy?

Different partitioning strategy. Bad sectors. Hidden files.. the list is endless.
