I need to unlock a new, unused Nokia 6030. Whether I do it here or pay, do I first need to charge it? Do I need to install SIM and make initial contact with T-Mobile before removing SIM and installing codes? Any other advice preparatory to unlocking instructions?

    Thanks.

We need your IMEI number, the Country the mobile was bought from and the Network that the mobile is locked to.

Yes. That I understand. However, all unlock instructions everywhere begin by saying remove SIM card.
My phone is still in package, I assume SIM uninstalled, with only original minor battery charge. I don't want to just follow T-Mobile's instructions (on battery charge and installation/connection) when I open it if there is a different/better way to proceed before unlocking. How should I proceed before providing EMEI#, carrier, country?

If there is a sim card inside, take it out. Put the battery back in, press *#06# and post the 15 digits for the IMEI

You don't have to notify anyone that you're removing the sim. If you want to charge your battery first, then do so and come back when it's done.
