Upgrade on a budget - AMD or Intel?

    I think I have reached the usuable end of my pc and am looking to upgrade. Here is what I am running right now:

    Athlon XP 2000
    Abit KX7-333 mb
    1.25 GB RAM PC 2700 (I think its 2700)
    120 GB 7200 ATA HD
    Plextor px-716a dvd-r
    Abit Silurio FX5200 128mb

    Right now I am looking to change the motherboard and processor. I will look into faster ram at a later date. I am looking to spend $200 at most for cpu. I am not sure what is better Athlon 64's or Pentium 4's. The only gaming I do is Civ2, Panzer General, and Orion 2. I do a lot of dvd burning and photo editing. Here are the processors I am looking at:

    Athlon 64 3500
    Pentium 4 540J
    Pentium 4 3.0GHz Prescott

    Any help on picking a cpu would be appreciated. Also motherboard recommendations would be cool too.

    Get the 3500 on a board with higher RAM speeds and have fun. You can add better later, and steal everything else off your old machine for a great upgrade.
