I've got a question. My laptop has a dvd player in it. If I use the DVD Regionfree+CSS free software will I be able to play an ntsc region 1 dvd as region 2 pal?? Or will I need to convert the DVD manually to PAL? Any help is appreciated

in other words. A friend of mine lives in England, I'm in the U.S. If I wanted to play an ntsc dvd with powerdvd or windvd and go with the composite output on my laptop to the video in on her tv.... will it work?

yes it will work, but id recommend AnyDVD over DVD regionfree+CSS as it didnt work to well for me. What you are wanting to do is go into your Display Properties in control panel and change your tv output to what you want either pal or ntsc.
