I have used VFAPIConvert in conjunction with VirtualDub successfully for NTSC 29.97 video. However, I recently ripped some tracks that were in NTSC FILM 23.97, which I then used DVD2AVI (in Force FILM mode) due to the FILM 99% rating it got. Saving my project as .d2v, it opens great in TMPGEnc and I can MPEG it perfectly. *However*, I want permanent subtitles with this movie, so I used VFAPIConvert to convert it to pseudo-avi. But then this pseudo-avi WILL NOT open in VirtualDub! (it works plenty good with 29.97fps movies, just not on this 23.97 one)

btw, Yes, I have run the .bat lots of times for VFAPI install, and the process DOES work with 29.97... stupid 23.97 anyway...

the error message from VirtualDub says:
Cannot determine file type of "filename.avi"

for reference, the ripped tracks are Chapters 1 through 20 of the DVD "Hackers".

    one more thing,

I can open NTSC 29.97 pseudo-AVI in TMPGEnc.
But, I cannot open NTSC FILM 23.97 pseudo-AVI in TMPGEnc...

I think the problem is definately in VFAPIConvert. It can't handle 23.97fps??
