Maybe a too obvious counter-question... did you try a TV (or tuner)capture card?. You usually insert it on a free PCI slot and connect the cable TV or antenna to its input. Maybe some models connect thru USB. Also allows you to capture video, although for serious digitizing a only-video (non-TV) board is better. Just ask your local computer shop for a tuner card and its corresponding software. Best regards!
