    dreamweaver is soooo complicated...
    frontpage seems much easier to use...

    Because :
    1)Extended functionality, fairly simple layout.
    2)Easy to work with, since there are simpe functions to insert fonts, backgrounds, images, links, working with templates, etc.
    2)Easy functions to work with Java, Flash etc.
    3)WYSIWYG.
    4)Good interoperability with Flash, Fireworks, etc.
