I have a few dozen cell phone (640x480, Heavy JPG Compression) that I CANNOT GET AGAIN, AND CANNOT SCAN. They only exist as these low quality images.

Anyone know what FBI/CIA/ETC would use to clear up such pictures? (like if the only picture of a murderer was taken with a cell phone)

Perhaps you have been watching to much fictional TV?

    Good one iluvendo ,

I think that in lieu of that drastic step, perhaps the OP should just write to all the TV show producers and query them as to what to use.....lol

@Bilbo what the OP really needs is spy satellite imaging software. In reality that requires security clearance from the FBI, NSA and God know's who.

Makes no difference tho does it. All that does is splits every pixel into say 16 then edge averages to apparently increase the resolution. Such software does exist, but is well beyond the realms of domestic users. Usually custom built for a specific application like astronomical image enhancement.. theres your clue.. happy hunting.

noise ninja stand-alone version works great for removing problems in images including pixelization but if you removed it from a cell phone even the most advance picture software in the world wont save your butt.

there are programs that can clean up a poor photo, like taking out scratches or using a photo brush to take out blemishes on models and such. But if you have a bad picture that is all pixelated and are hoping for that magic program..... wait in line..... maybe in the next century those imaginary forensic programs you see on tv will be available to the public...... gezzzz ...... I remember back in school in 1965 my teacher asked us what the new century will be like. Everyone said we would have flying cars by now! WRONG!!!!!
