what is the best program to convert wmv file from pal to ntsc?

    i got a wmv file thats in pal. whats the best converter to convert it ntsc?
    also if anyone knows of a good converter for avi pal to ntsc please tell me
    **yes i did read the after dawn forums on it, i saw one called DVFilm Atlantis , but its not free then i saw one calle avi2mpeg. but i want the easiest one please help**
