What is the easiest way to convert my DVD to a VCD?

After a lot of ripping and editing, I have gotten the main movie from a DVD into one VOB file that is about 3gb large. I would like to convert this into a 700mb large file that I can turn into a VCD. I used DVDShrink to cut out all of the extras, and I'm now left with 1 large VOB file with AC3 audio streams.
I used the DOS command line "copy/b file 1+file 2 file 3" (the files 1-3 being the names of the original VOBs) in order to make 1 VOB file. I did this so I could run it through AutoGordinKnot, so I could turn it into a 700mb DivX file. But I doubt I will be able to convert that resulting DivX file into a VCD format (MPG, I think it is) without making it bigger, thus keeping it from fitting on a CD. I also think AC3 is suppose to be larger than MP3s, so I should probably find a way to convert that as well, right?

So... what do you guys suggest?
