Will I get a better copy if I record at something lower than 16X? I'm copying home videos and I want the best quality. Thanks for the help John

It depends on the quality of your discs, top brands are Taiyo Yuden, Verbatim and Sony (made in japan) but as a rule I always burn at 4X, it takes a little longer, but then I am in no hurry. Steer clear of memorex discs.
Media quality is critical. So is burner quality. Some of these quality drives perform better when burning at 8x-12x,as apposed to slower 2.4x and 4x. You'll have to scan your backups,and see how the PIE and PIF errors look. Programs like nero's disc quality scan,dvdinfopro,plextools,and kprobe are some programs-depending on what drive you have. You want to burn according to how your backups scan-by keeping those little errors down to a minimum. Good burner and good media- 8x should be no problem. Low quality burner/low quality media/combo of both-then you'll probably have to keep it slow.
