Using NeroVision, I created a project and sent it to two places:

    1. The image burner which is fine and I successfully burnt the disk image to a DVD. OK!

    2. To a Hard Disk Folder. I got a folder with VOB IFO and BUP files in it. Why would I want these files in a folder? Can they be recombined in some way to get the original project in an editable form?

Sounds like a Video_TS folder with all those files in it.
Those files will reconstruct your project for burning whenever. I know you can save the project to edit, but it sounds like you saved and burned the completion of the project, so it won't be automatically editable; you might have to reopen NeroVision and treat it as a new project. Those files are all you need though.

I actually have the project in 3 forms: The project itself (which is editable), the image file (not editable but burnable) and the VIDEO_TS folder. The folder is the mystery one. NeroVision Express 3 will not open any parts of it. So I can't see any use for it.

Nero burning ROM or Nero Express can burn that to disc just like the image. I havent had a problem opening files like that in Nerovision but you say you have the project saved so I wouldnt worry.
