Will An Attenuator Help Stop High Signal Spikes ?

Had some fun watching the boxing last night and indeed football this afternoon. I think ive got it down to signal surges that break picture for a second or two. If it goes above 80% the picture goes wonky. I wondered if an attenuator would level signal and stop the surges ? If so what sort of level attenuator would do that ?

 

Use a variable attenuator with slope control and you can manually tune it.
