I have some of my DVD's backedup on my computer as multiple vob files(/movie/video_ts/*.vob files). I am trying to use Winavi to convert the vob files to a single mpeg2 or avi file. So far the processes has worked but I noticed that sometimes the movies are in Spanish or French, or English. Is there anyway to force the language to English when converting instead of the language being what seems to be "randomly" picked?

You could open the folder with DVD Shrink and deselect the unwanted audio then 'Backup' to a new folder.

Since this movie has been ripped to a folder, and to ensure that the movie was not subject to further compression, under the 'Compression Settings' on the right panel, change 'Automatic' to 'No Compression'.
