Dude, Gamecube roms are the actual image of the Gamecube disk. So what you're asking is where you can download the game. That game will be unplayable on a emulator for the PC if that's what you're planning on doing. Don't waste you time with it, buy a 'cube, buy the game - it's worth it.
Of course you have to have the original to play the backup but the best place for iso's is johns gc tracker. search that on google. That is the #1 place, undisputed king of Gamecube Iso's. There maybe a wait to get registered though
I have the dolphin emulator. Are Gamecube games only in iso form? Will Dolphin play them? Will my decrypter work on the games I own? Can you burn gamecube iso files?

The Dolphin emu cannot play Zelda at full speed (not even close). The same goes for most GC games. you cannot decrypt your own games, gotta get special stuff to rip your own games (do a google search). Yeah you can burn gamecube .iso files (I use Nero 6).
look the simple fact i want a rom seems to indicate that i dont have a ngc this is because i cannot afford to buy 1 (im talking to you Stir_Fry) and also could i pls have a more spefic location on web sites. thank you for your help so far

Dude, even if you had the most powerful PC on the market, modded all to Hell and back, you still wouldn't be able to run a GC game at 50%, steady. And if you had a computer that heavy, you'd be able to afford a cheap, used gamecube. And the actual Wind Waker game, since it's only $20. AND you need a GC to rip games anyway.
