Xbox 360 Elite - only 2 Green lights and cannot connect controller

The problem I am having is

I had 3 red rings, had that repaired by a friend, got returned yesterday but now when I turn the system on the two upper (the console is on its side) segments around the on/off button do not light up. The console reads the disk the game is ready to play but when I try to connect the controller, the controller goes into its repeating light display and the console goes into its repeating light display but still the top 2 lights do not light up. As a result the displays both end without the controller being 'found' by the console.

Has anyone heard of this before, got any ideas? all suggestions gratefully recieved
