Is there, or will there ever be, an Xbox boot disc so I can play Xbox backups/imports?

Sure its called an evox boot disk, but you still need a mod to be able to load and run it ;)

Is there one that doesn't require a mod chip?

You could boot the disk if it was legally signed I belive
But since it not possible to get any hacker type disks (or linux boot disks) legal signed, the answer is no, it not possible to boot them on an unmodified xbox

    Update:
Even if there was a legally signed boot disk, it is unlikely that an unmodified xbox would be able to boot it unless the disk format was correct. An unmodified xbox would probably only boot it if it was on dvd-9, and if it was recorded in xiso format and on layer 2 of the disk from the outside in (ie standard xbox game content format)
If the boot disk was in CDR or a normal DVD-5 format, then it would probably only be bootable on a modified xbox (and so also wouldn't need to be signed)
