Xbox to PC USB converter used for game saves?

hi, can someone tell me if an XBOX to PC USB Controller Converter like this one can be used
(along with a controller and memory card ) to transfer game saves from an Xbox to a PC and vice versa?

I've been looking for one of those so that I can play games on my pc.
