Only explanation is that your ISP has a forced proxy -- that you don't know and you can't turn it off/on from your settings -- that messes up the cookies (url decodes the url encoded cookie string). Don't worry, I know the problem and we're working on a solution, which hopefully will emerge relatively soon.
