I have a DivX .avi file that is about 700mb. How do I burn this to VCD?

I tried using a standard-generic AVI-2-VCD program, but it wouldn't burn because the file ended up being like 1.2gb! I need this to fit on a CD-R! Help please?

One minute of video on VCD takes 10MB.
So the maximum length of video on a VCD would be ~80minutes.
If your AVI file runs over eighty minutes it won't work.

My girlfriend's father burned a vcd (I believe..it was a CD-R 80 minutes for sure) of "Crash", which is like 2 hours. :/ Decent quality. What did he do? Shrink the file?
